Undeletable Threats

Hi,
I am having problems deleting these 2 files which AVG PC Tuneup 2011 has picked up.
File 1 - C:\Users\USER\AppData\Local\Temp\hsperfdata_USER\4208
File 2 - C:\Windows\debug\PASSWD
I have uninstalled Java application but File 1 keeps coming up and it is only deletable in Safe Mode. Is there any way I can remove this for good?
I tried to delete File 2 and encountered this error message "The action can't be completed beause the file is open in CNG Key Isolation". Is this a spyware? And how can I remove this for good?
In addition, how can I monitor outgoing information traffic using AVG Internet Security when I am surfing the internet?

Would you be able to advise on how I should read the information under the Network Connections tab?
Which are the processes/connections that I should watch out for?
In addition, I am currently using a mobile broadband to access the internet.
Can a hacker send a SMS loaded with virus to my mobile broadband account?
I have received some weird SMSes but I have deleted them away without opening.
How can one prevent a hacker from hacking a mobile broadband account?

There is no need to watch out processes, AVG firewall will keep you safe, just make sure your computer is up to date and clean.
How can one prevent a hacker from hacking a mobile broadband account?
You can simply ask your provider to disable receiving sms from Internet.
